Conditional Fee for specific date#929

The current feature displays an option to add conditional fees such as “Public Holiday Surcharge” just for a week in advance. I believe it is also preferable to have the conditional fee for a specified date, similar to how the Promo Codes date function works. That way, we can better establish the fee ahead of time.
